PTEM transfer diagnostics evaluate whether governed structural measurement behavior remains reviewable outside the canonical Atlantic reference record.

The Atlantic record remains the canonical historical reference. Eastern Pacific diagnostics are used as a governance and portability review, not as a claim of basin equivalence.
